Procedure 2017

Course of events the three-stage selection procedure 2017

Stage 1: Registration and pre-selection

Eligible for submission to the German Film Award 2017 are producers and distributors of German feature-, children’s and documentary films, which will see or have seen regular commercial distribution between the dates of 01.12.2015 and 01.06.2017. For the first two categories mentioned, a minimum of 5 copies in distribution is required; as concerns documentary films, they must be able to produce a minimum of 35 screening days in any regular arthouse cinema.

In all categories (feature-, documentary and children’s film), a significant imprint of German culture is considered a basic precondition. According to the terms of reference, that is the case if following conditions are met:

• The original language of the film is German, (i.e. the film was shot in the German language) or the director is German, or has their permanent residence in Germany, or is a citizen of an EU member state, a member state of the European Economic Area or Switzerland.

• At least one of the principle producers is German, or has their permanent residence in Germany, or is a citizen of an EU member state, a member state of the European Economic Area or Switzerland.

• The sum of the financial contributions (as outlined in the BAFA certifications, see guideline 1.2 S.1) made by the producer(s) with either a seat or branch in Germany, must be equal to or exceed:

   a) in the case of the involvement of only one foreign producer, the largest financial contribution of said foreign producer.

   b) in the case of the involvement  of multiple foreign producers, it must be equal to or exceed the largest sum of financial contributions made by all producers that have a seat within the same foreign country.

• The regular theatrical release of the film takes place in the Federal Republic of Germany (first screenings at festivals is, for these purposes, irtelevant). Section 1.3 paragraph 3 shall apply accordingly.

Further conditions for participation can be found in the terms of reference (soon available).

Deadline for submission to the German Film Award 2017 is 20 October 2016
.

Members of the Akademie elect three selection committees: FEATURE FILM, CHILDREN’S FILM and DOCOMENTARY FILM. Early November 2016, the German Film Academy announces the members of the committee.

The three committees are formed according to following scheme:

FEATURE FILM (18 members) – comprises two producers, two directors, two screenwriters, two actors, and one member each from the areas of documentary, music, editing, sound design, cinematography, production design, costume, make-up, as well as members from the parliament’s Committee on Culture of the German Bundestag.

CHILDREN’S FILM (9 members) – one member each from the producers branch, directors branch, writers branch, actors branch, cinematographers branch, editing branch, branch of music/sound, branch of production design/costume/make-up, as well as one member from the parliament’s Committee on Culture of the German Bundestag.

DOCUMENTARY:  (8 members) – three members from the documentary branch, three further representatives from the branches of production, direction, cinematography, editing and music/sound design, as well as one external member with experience in the industry and one member from the parliament’s Committee on Culture of the German Bundestag.

From the sum of films submitted, the committee for FEATURE FILM is selecting a minimum of 20 films. The committee for DOCUMENTARY is selecting a minimum of 5 films. The committee for CHILDREN’S FILM is selecting a minimum of 4 films. The maximum of films selected in each category must not exceed 40 percent of the number of films submitted.

All individual achievements from the films preselected qualify for the nomination procedure.

Commissions take their decisions after a collective viewing of all films on the big screen.

The pre-selected documentaries and children's films are to be announced 16 December 2016.
The pre-selected feature films will be made official 16 March 2017.

Stage 2: Election of nominees

The members of the German Film Academy will view all pre-selected films during January/February/March 2017. Members of the individual branches determine the nominations in their respective field of expertise. (For example: the branch of production design/costume design/makeup decides over nominations in the awards categories of BEST PRODUCTION DESIGN, BEST COSTUME DESIGN and BEST MAKEUP).

In each category awarded for individual achievement (BEST LEAD ACTRESS & ACTOR, best SUPPORTING ACTRESS & ACTOR, BEST DIRECTOR, BEST CINEMATOGRAPHY, BEST EDITOR, BEST SOUND DESIGN, BEST COSTUME DESIGN, BEST MAKEUP, as well as BEST SCREENPLAY), there are a total of three nominations.

In the category BEST FEATURE FILM, all members from the producers-, directors- and writers branches decide over a total of six nominations.

In the category BEST CHILDREN’S FILM, all members from the producers-, directors- and writers branches decide over a total of two nominations.

In the category BEST DOCUMENTARY, all members from the documentary branch, producers branch, directors branch, cinematographers branch, editors branch, as well as all members from the branch of music/sound decide over a total of three nominations.

Nominations in the film categories (Feature- and Children’s Film, Documentary) are endowed with a purse. Nominations for individual achievement are non-endowed.

The election of the nominees is secret, and is carried out under the supervision of a notary.

Nominations will be announced on 28 April 2017.

Stage 3: Election of awardees

By written ballot, all members of the German Film Academy partake in the election regardless of their respective branches, voting in all awarding categories. The notary must keep the outcome of the election secure and confidential until the day of the awards. The award of the prizes by the German Government’s Commissioner for Culture and Media takes place on 28 April 2017 in Berlin.
